NPA: Zambian energy regulators study Ghana’s downstream petroleum system

An eight-member delegation from Zambia’s energy regulatory sector has undertaken a technical study visit to Ghana’s National Petroleum Authority (NPA) to examine the country’s downstream petroleum regulatory framework and enforcement mechanisms.

The visit forms part of efforts by the Zambian delegation to draw lessons from Ghana’s experience as Zambia reviews aspects of its energy policies and legislation.

During engagements with the NPA, the delegation was briefed on Ghana’s approach to petroleum pricing, product quality assurance, market monitoring and regulatory compliance.

NPA Chief Executive Officer, Godwin Edudzi Tameklo, also shared insights into regulatory innovations adopted by the Authority, including the use of mystery shopping as a monitoring tool to assess compliance and help safeguard the integrity of petroleum products supplied to consumers.

The delegation further examined Ghana’s systems for fuel marking, liquefied petroleum gas (LPG) regulation, inspections, audits and enforcement.

The technical engagement provided an opportunity for the two sides to exchange institutional experiences on strengthening regulatory oversight within the downstream petroleum sector.

The NPA said such peer-learning engagements could contribute to improved regulatory practices and foster stronger institutional collaboration among African energy-sector regulators.

For Zambia, the study visit is expected to provide practical insights that could inform ongoing reviews of its energy regulatory policies and legislation.
