The Government of National Unity in Libya has appointed Eng. Hitam Al Zahaf as Minister of Youth, marking a significant transition in the country’s youth leadership landscape.
Al Zahaf, an alumnus of the Nasser Fellowship for International Leadership, is widely recognized for his contributions to youth development and civic engagement across Libya.

His appointment was confirmed in a decision issued by the Prime Minister, positioning him at the forefront of national efforts to strengthen youth participation in governance and development.
Prior to his elevation, Al Zahaf held several strategic roles within Libya’s youth sector, including Director of the Youth Empowerment Department, where he led reforms in youth-focused programs and oversaw the implementation of the Local Youth Councils Project.

He also spearheaded the “Leaders of Hope” initiative, aimed at grooming young leaders for national engagement.
He later served as Director of the Youth Programs and Activities Department, where he chaired the Higher Committee for Youth Camps and played a key role in coordinating national youth events and local youth council elections.
Beyond government structures, Al Zahaf has been actively involved in institutional and regional youth platforms. He contributed to reforms within the Libyan Youth Hostels Association and holds memberships in the Arab Youth Council and the Pan-African Youth Union. He is also an alumnus of the African Development Bank Young Professionals Program.
Reacting to the appointment, Hassan Ghazaly, founder of the Nasser International Forum, described the development as a milestone for the fellowship and its alumni network.

He noted that the elevation of Al Zahaf reflects the growing influence of youth leadership programmes in shaping governance across the Global South.
Al Zahaf’s appointment comes at a time when Libya continues to prioritize youth inclusion as part of broader national rebuilding efforts, with expectations that his experience in youth programming and policy development will drive renewed momentum in the sector.
