Ghana Link Debunks Reports Blaming ICUMS for Fuel Distribution Challenges

Ghana Link Network Services Ltd has dismissed reports circulating in sections of the media linking the Integrated Customs Management System (ICUMS) to disruptions in the lifting and distribution of petroleum products across Ghana.
The company described the claims as false, misleading and completely unfounded, stressing that the ICUMS platform has remained fully operational and continues to support transactions by stakeholders without any interruption.
In a statement issued on Monday, Ghana Link said it had taken notice of a claim attributed to Star Oil Company Ltd suggesting that the ICUMS platform had been down since Friday, March 6, 2026, thereby preventing Oil Marketing Companies (OMCs) from lifting petroleum products for onward distribution to their filling stations.
However, the company clarified that the platform did not experience any outage during the period mentioned and continued to function normally.
“The ICUMS platform has remained fully operational throughout the period referenced in the statement, with stakeholders actively processing transactions and performing their functions without disruption,” the statement emphasized.
According to Ghana Link, after detecting the circulating allegations, it undertook internal monitoring and engaged stakeholders to establish the facts surrounding the situation. The company also contacted the National Petroleum Authority (NPA) to verify the source of the operational challenges reported.
The checks, the company said, revealed that the issue being referenced did not originate from ICUMS but was related to the Enterprise Relational Database Management System (ERDMS) used by the petroleum regulator.
Ghana Link expressed disappointment over the circulation of what it described as unsubstantiated claims, warning that such reports could misinform the public and undermine confidence in a critical national trade facilitation platform.
The company therefore called on Star Oil to withdraw the statement immediately and issue an unqualified public apology for putting what it described as false and misleading information into the public domain.
Ghana Link reaffirmed its commitment to maintaining operational reliability, transparency and strong stakeholder support in managing the ICUMS platform.
The ICUMS platform plays a significant role in Ghana’s customs and trade ecosystem by facilitating the processing of import and export documentation and enabling coordination among regulatory institutions and industry stakeholders.
Ghana Link noted that safeguarding the credibility and efficiency of the system remains essential for ensuring smooth trade operations and uninterrupted petroleum distribution across the country.
