The Tema Oil Refinery has reached a historic turning point with the arrival of 950,000 barrels of crude oil from Ghana’s own Sankofa-Gye Nyame field for domestic processing.
Supplied by the Ghana National Petroleum Corporation and transported on the vessel Sonangol Cazenga, the consignment is the first time the state refinery is refining crude from the Sankofa field.
The delivery marks a deliberate shift to connect Ghana’s upstream oil production more directly to downstream refining, so that crude produced locally is converted into finished products for the Ghanaian market.
For the economy, the move is strategic. It helps Ghana retain more value from its petroleum resources, reduces reliance on imported refined products, and supports the ongoing revival of TOR, the country’s only state-owned refinery.
TOR says the 950,000-barrel parcel will be processed into petroleum products for domestic consumption. The refinery noted that the arrangement with GNPC highlights the potential for stronger collaboration between upstream and downstream operators.
Managing Director of TOR, Edmond Kombat, said the partnership offers a real opportunity to strengthen the refinery’s operations and keep a greater share of oil revenues in Ghana. He described the arrival of the Sankofa crude as a significant milestone in TOR’s recovery and a step toward a more resilient petroleum industry.
The development comes as TOR gradually returns to full crude processing after years of turnaround maintenance. In his 2026 State of the Nation Address, President John Dramani Mahama confirmed that the refinery had resumed processing crude for the first time since 2018.
The latest collaboration, he noted, fits into government’s broader plan to integrate the upstream, midstream and downstream segments of the petroleum sector.
TOR and GNPC are expected to build on this partnership to expand domestic refining and improve the utilization of Ghana’s crude.
Mr. Kombat expressed gratitude to President Mahama, Energy Minister John Abdulai Jinapor, GNPC management, and TOR’s tolling partners Fujairah and Triangle Commodities Trading for their support in making the delivery possible.
