President Mahama Releases Final Batch of Deputy Ministerial Nominees

President John Dramani Mahama has released his final list of deputy ministerial nominees, completing his government’s ministerial formation ahead of the December 2025 general elections.

A statement from the Office of the President on Tuesday evening confirmed the appointment of four Members of Parliament to serve in key deputy ministerial roles across transport, foreign affairs, communications, and health ministries. The nominees are expected to appear before Parliament’s Appointments Committee for vetting and subsequent approval.

  1. Hon. Dorcas Affo-Toffey (MP, Jomoro)Deputy Minister for Transport
    A vocal advocate for infrastructure development in the Western Region, Hon. Affo-Toffey is expected to support the Ministry’s agenda to expand Ghana’s road and maritime transport systems, improve logistics efficiency, and enhance the safety of public transport networks.
  2. Hon. James Gyakye Quayson (MP, Assin North)Deputy Minister for Foreign Affairs
    Following the resolution of his legal challenges, Hon. Quayson returns to frontline governance with a focus on strengthening Ghana’s bilateral and multilateral relationships, foreign policy strategy, and diaspora engagement.
  3. Hon. Mohammed Adamu Sukparu (MP, Sissala West)Deputy Minister-designate for Communications
    Known for his youth-driven advocacy and digital inclusion efforts, Hon. Sukparu is expected to play a key role in advancing the national digitalization agenda and supporting initiatives to bridge the digital divide in underserved regions.
  4. Hon. Prof. Dr. Grace Ayensu-Danquah (MP, Essikado-Ketan)Deputy Minister-designate for Health
    A respected medical professional and academic, Prof. Ayensu-Danquah brings years of expertise in healthcare and public service. Her appointment is expected to reinforce the Ministry’s public health strategies, especially in maternal health, disease prevention, and health infrastructure expansion.

Completion of Ministerial Team

This final batch of appointments brings the total number of ministers and deputies under the Mahama administration to 60, in line with the President’s commitment to run a lean but effective government.

The nominees will undergo vetting by Parliament’s Appointments Committee in the coming days. If approved, they will be sworn into office and begin their duties immediately.

Strategic Balance Ahead of 2025 Polls

Observers view the President’s selections as a blend of political loyalty, professional expertise, and regional representation. With the inclusion of experienced MPs and technocrats, the appointments are seen as part of a broader strategy to enhance governance delivery while reinforcing the administration’s electoral message of competence and inclusion.

The Presidency has indicated that no further ministerial appointments are expected, marking this as the final phase of government reshuffling under the current administration.
